The Canadian Internet Registration Authority (CIRA), which regulates all .ca domains requires them to be 100% Canadian. Therefore you must either have a current Canadian address or if you are Canadian and living outside of Canada you must have an up-to-date email address for the CIRA to contact you to verify this information.
